I upload most pictures using the web based uploadr. Many people don't use the desktop uploadr at all. Not all Mac users will already have upgraded to Catalina. Most people have a Windows desktop, not a Mac. This is a problem that occurs in the desktop app. I haven't automatically uploaded it for a while. I tried the method you presented but it doesn't improve. Try resetting the zoom on your browser - Ctrl-zero or Cmd-zero usually will do it.
